More cancel Sabah trip over insurance

Kota Kinabalu: There have been low occupancies even in budget accommodation, particularly backpacker lodges, in Sabah for the year ending this month.
One top operator rated by Trip Advisor revealed that occupancy rate at his hostel was below 50 per cent – on average around 40 per cent. The blame went to the perception of the State's security where news of repeated curfew renewals by the police, although only applied to the East Coast, cast a blanket over the whole State as if a state of security siege exists.
The most common reason received by operators here was that bookings by overseas clients had to be cancelled because there was an insurance coverage problem due to some travel advisories in the past where the destination was marked in the red zone.
"Some cancelled their trip booked because they could not get any insurance coverage or that their insurance company would disclaim any liability should they travel to places like Sabah," said Wong Su Kong, a hostel operator at Mosque Valley next to Bandaran Berjaya.
This was confirmed by Richie Lee heading the Sabah Backpacker Operators Association, saying the situation persists for the whole year. "Yes, although backpackers are reputed to be an adventurous lot, the insurance aspect is still a prudent issue for many to cover any mishaps as medical costs are escalating," said Robert Chin, another operator.
Negative news that made the headlines across the world like the recent beheading and recovery of the headless corpse only served to tarnish the State's image of providing security to tourists and citizens alike.
Richie said his association is working with the federal and state tourism authorities to promote the industry, especially domestic tourism by Malaysians by road, rail, sea and air.
A memorandum was signed with Almacrest International College here to train their tourism graduates before they enter the market with some travels within the State to gain better practical experience and soft skills.
"In some overseas countries, new graduates travel for a few months or a year to gain valuable experience before they apply for jobs. Normally those who are well-travelled have an edge over those with the same qualifications in the job market," Richie said.
"Therefore, we encourage graduates to do so. They can stay at backpacker hostels where the costs are not exorbitant and where they get to meet people from other places all around the world to open their mind, worldview and gain confidence from such interactions," said Jeffrey Sim.
Domestic tourism accounts for some 60 per cent of the hoteliers' business, and the arrivals from strong backpacking countries mostly in the First World is dropping no thanks to the inability of the Philippines to control the export of their lawlessness social problems.

Another bus accident, this time in Thailand, should prompt us to relook safety and insurance with closer scrutiny. Tour operators are required to attend the Travel and Tours Enhancement Course (TTEC) to renew their tour operating business and travel agency business licence with the Tourism and Culture Ministry.
One of the five TTEC modules is on the safety and security of tourists, in which they are reminded to check on reports of accidents or incidents. It has now surfaced that the bus company in the accident that killed 13 Malaysians on Sunday was involved in another crash on Oct 23, 2013, which killed 21 Thai passengers and injured 17. The local outbound tour operator had left it to the Thai agent to charter a bus which was driven by an unstable individual, who had tried to flee after an earlier collision. The second accident occurred after the bus overtook three vehicles while speeding downhill. The driver lost control when he swerved the bus violently to the left to avoid oncoming traffic, plunging the vehicle into a ravine.
Back home, the Safety Star Grading (SSG) programme initiated by the Malaysian Institute of Road Safety Research (Miros) should be stepped up, and not limited to voluntary participation by bus operators. SSG will drive consumers to opt for safer operators, forcing bus companies to upgrade their safety standards and star ratings to be competitive. With safety in place, insurance cannot be left unchanged. It is essential for everyone to be clear about coverage and claims. Those who are covered under life insurance can be assured that the beneficiary will be entitled to the sum insured regardless of how they die, or they will receive the amount in the event of permanent total disability. Those who buy additional personal accident insurance (PAI) will also receive a specific amount for injuries caused by accidents, or the amount paid for medical expenses within the limited cover.
Travel insurance is for short-term cover and usually includes PAI and sudden illness, which is not just advisable because of high medical costs in developed countries, but also to gain admission into hospitals where payments need to be guaranteed. As for the Batu Pahat tour group, it was reported that the 22 passengers will receive an insurance compensation of RM100,000 each. This is unlikely as compensation would be less for the injured than those killed. The Thai government, through its insurance office, will pay 1.6 million baht (RM190,160) to each next of kin of the deceased, and injured passengers up to 600,000 baht.
Prime Minister Datuk Seri Najib Razak had directed the Royal Malaysian Air Force to deploy an aircraft to bring the victims home, together with family members who had flown there earlier to identify the remains. Should a tragic bus accident occur within our country, the victims or their families may not get any compensation, other than their own insurance cover. This is because passengers in buses and taxis are not insured.
Under Malaysian law, it is only mandatory for motor vehicles to be insured for third party injuries. Public service vehicles, such as buses and taxis, ought to be insured for legal liability to passengers. This only insures the drivers against any claims from those injured in accidents caused by them. But such covers are only valid when all conditions are met, such as not driving under the influence of drugs or alcohol, and there may be contention if the driver’s or public service vehicle licences are not valid, the bus is overloaded or the taxi is running on bald tyres.

Although compensation that commensurate with the earning power of individuals seem fair, it normally take years for the court to award, prolonging the suffering of victims or their families. It is time for this antiquated law to be replaced with a fixed-sum PAI cover, which can be paid out speedily without having to establish fault. Perhaps the Malaysian government should have a similar insurance office to collect the portion of motor insurance premiums meant to cover road accident injuries, and pay out compensations swiftly as what their Thai counterparts are doing. n C.Y. 泰国清迈旅巴坠谷意外中罹难者遗体周三早上9时许陆续运抵峇株巴辖,13名罹难者治丧处分别在峇株巴辖群友殡仪馆、云诏东会馆殡仪馆、真空教道堂、茶阳会馆及罹难者住家。
其中,一家6口4死2伤的陈家治丧处位于云诏东会馆殡仪馆,现场气氛凝重,罹难者中最为年长的刘秋兰(85岁)最先运抵治丧处,身为媳妇的林诗丽难过不已。
随后,罹难者陈婷婷、陈小卿及郭文源的灵柩也抬入灵堂,现场亲属痛苦。林诗丽更一度哭倒在儿子陈贤念怀中,令在场者感鼻酸。
陈家共有6人齐赴泰国旅行,分别是刘秋兰、刘秋兰的儿子陈养顺、孙女陈婷婷(陈养顺与林诗丽的女儿),以及刘秋兰的女儿陈小卿、女婿郭文源与外孙女郭欣慧。刘秋兰与女儿、女婿及孙女4人不幸在车祸中共赴黄泉,儿子陈养顺及外孙女郭欣慧则受伤生还。

Chiang Mai bus crash

PETALING JAYA, Dec 22 — Thai police have launched an investigation into the bus company involved in the crash that killed 13 Malaysians on Sunday, after it was learned that it was connected to another fatal accident in 2013.
Malaysian ambassador to Thailand Datuk Nazirah Hussain said they were in contact with the Thai police, and confirmed a probe was being conducted
“We will monitor the investigation closely,” she told Malay Mail yesterday, confirming the bus company was the same one involved in a fatal crash on October 23, 2013.
Twenty-one people were killed and 17 injured when a double decker bus operated by Weerapan Tour and Travel Limited Partnership plunged into a ravine at Wang Nua district of Lampang Province.
The passengers were mostly elderly Thais returning from prayers at Wat Ban Wang Mai Charoen Buddhist Temple. The bus collided into a guardrail before falling into the 30m-deep ravine.
Chiu Travel Sdn Bhd, the Batu Pahat based company that organised the ill-fated Chiang Mai trip, said it was not aware of Weerapan’s record.
Its general manager Terence Yung said while the company had organised the trip, it was their local agents in Thailand who chartered the bus.
“We did not know about the 2013 crash. The agents did not tell us about it,” he told Malay Mail.
Yung said it was standard practice for local agents to contract the services of multiple bus companies for tours.
“This is primarily dependent on bus availability.”
Asked if Chiu Travel would sever ties with Weerapan, Yung said its focus was now on providing assistance and comfort to the grieving family members of the deceased victims.
Thai tour guide, Pattara Promjaijom, 34, was also killed in the crash. Nine others were injured, four of them seriously.
Yung said the group had been insured for RM100,000 each and they were also entitled to hospitalisation benefits.
“We have sent two of our representatives to Chiang Mai. Our concern is to make sure the injured gets the best possible medical care and should we find that the hospital concerned cannot do that, we will look for alternatives,” said Yung.
He said the group which left for Chiang Mai on a five-day trip was supposed to have returned yesterday via Singapore.
The Bangkok Post yesterday quoted Chiang Mai governor Pawin Chamniprasarn as saying the families of the dead will receive 1.6 million baht (RM190,000) each from insurance firms and assistance from the Tourism and Sports Ministry.
Following the crash in 2013, Weerapan’s insurance company Sahamongkol Insurance Co Ltd announced it would pay five million baht as compensation to the families of the victims.
The insurance company paid 200,000 baht per deceased victim and 50,000 baht to cover the medical expenses of each of the injured survivors.
Efforts to contact Weerapan yesterday were unsuccessful, and the company is not known to have any presence outside Thailand.
A spokesman for the Association of Thai Travel Agents told Malay Mail that Weerapan was not its member.

KUALA LUMPUR: The coming MATTA (Malaysian Association of Tour and Travel Agents) Fair will have an added attraction – travel insurance.

MATTA has partnered with Berjaya Sompo Insurance Berhad (BSIB) as its insurance partner for the fair.

Travel insurance premiums for as low as RM18 per trip can be bought during the three-day fair beginning March 13.

Fair organising chairman S. Jayakumar said travellers often underestimated the importance of travel insurance.

“Many travellers think nothing untoward will happen. But does one have to take risks, when for a small sum, one can cover against lost luggage, missed flights or medical expenses in a foreign country?” he said yesterday.

BSIB chief executive officer Datuk Patrick Loh said the coming fair would be a good platform to provide competitive travel packages and insurance products for travellers.

“We will offer travellers a wide range of affordable travel insurance premiums,” he added.

For PR consultant Beverley Hon, 39, travel insurance is a must.

“I have an annual insurance and it’s very useful. Last year I was travelling from the United States to Malaysia, and one of my flights got cancelled due to bad weather.

“I had to stay an extra day and the airline would not compensate me. I filed an insurance claim and got RM600 in compensation, which is not bad as I pay RM320 annually,” Hon said

Teacher Lisa Zama, 28, was travelling in Indonesia with her sister when disaster struck.

“A heavy urn fell on her and broke her ribs. She spent several days in hospital. Thankfully we had travel insurance as the medical bill was extremely high,” Lisa said.
